Background
The NED Home Rehab project is issued by Escambia County, specifically the Neighborhood and Human Services Department. The mission of this project is to rehabilitate an owner-occupied single-family residence located at 3700 W Jackson St, Pensacola, FL. This will make the home safer, more energy-efficient, and accessible in compliance with federal, state, and county laws. The contract aims to address various rehabilitation tasks as outlined in the scope of work.

Work Details
The contractor will perform the following tasks:

1. Roofing: Remove existing roof covering down to the decking; replace any deteriorated or damaged decking with materials of like kind and quality; repair or replace damaged roof framing; install a peel and stick underlayment water barrier; replace existing drip edge; install new slant-back vents; replace gas vent caps and flashing as required; install new boots; install 30-year architectural shingles (CertainTeed Landmark or equivalent); budget for 320 square feet of decking replacement; install hurricane clips on rafters/trusses; trim trees overhanging the roof by approximately 10 feet; repair or replace damaged fascia and soffit. Photographs are required for all stages of construction.

2. Wheelchair Ramp: Replace current stairs or ramp per Escambia County Building Code and ADA specifications, ensuring proper landings, lengths, slope, handrails, and termination on a concrete pad.

Period of Performance
The project is scheduled to commence upon award with a completion timeline of 60 days. Liquidated damages of $150 per day will be assessed for delays beyond this period.

Bidder Requirements
Bidders must be licensed general contractors in good standing with Escambia County. New contractors must submit a letter of insurability. Bids must be submitted electronically via OpenGov portal. Contractors must provide proof of Sunbiz registration, a current W-9 form, proof of contractor licensure for vertical construction, and comply with all insurance requirements including commercial general liability coverage.
