MyFloridaNet-3 Core Services - ITN

Background
The State of Florida, through its Department of Management Services (DMS), is issuing this Invitation to Negotiate (ITN) No. DMS-24/25-260 to establish a contract for MyFloridaNet-3 Core Services. The objective is to create a multi-year strategic partnership with a single core vendor to enhance telecommunications infrastructure services and support for state government and eligible users, including local governments, educational institutions, and non-profit organizations.

This initiative aims to reduce service costs, improve quality, and increase long-term value for the State. The services will include an enterprise Multiprotocol Label Switching (MPLS) backbone along with enhanced security, cloud transport services, multimedia integration, and additional telecommunications services.

Work Details
The contract will cover the following core services:
1) Enterprise MPLS backbone;
2) Enhanced security features;
3) Cloud transport services;
4) Multimedia integration;
5) Ancillary services such as expedited installations, data storage solutions, email and web hosting for e-rate eligible entities, and Managed Security Services (MSS).

MSS includes event monitoring, vulnerability management, log retention, and advanced threat intelligence reporting. The selected vendor will be expected to support agency customers at a level of service that exceeds current implementations under the previous MFN-2 contract.

Period of Performance
The initial term of the contract will be seven years with options for renewal as specified in the Draft Contract.

Place of Performance
The services will be provided statewide across Florida to various governmental entities including state agencies, counties, cities, school districts, universities, community colleges, and non-profit organizations.

Bidder Requirements
Vendors must comply with specific requirements including not being on the Convicted Vendor List or Discriminatory Vendor List as per Florida Statutes. Additionally, vendors must demonstrate financial stability through audited financial statements or other acceptable documentation.

Vendors are required to register in the MyFloridaMarketPlace (MFMP) Vendor Information Portal (VIP) and Business Network to participate in this solicitation.
