Multi-Modal Communication Platform

Background
The Florida Department of Health, through its Bureau of Emergency Medical Oversight, is seeking proposals for the design and implementation of a cloud-based communication and logistics solution. This initiative aims to enhance communication and coordination among public safety personnel, healthcare teams, public health, and government agencies to improve emergency response efforts across the state.

The goal is to streamline processes that assist hospitals, providers, and clinicians in reducing transit times to treatment and improving patient outcomes.

Work Details
The contractor will provide a comprehensive cloud-based communication and logistics solution that includes:
1. Initial project initiation meetings within 30 days post-award to document project kick-off.
2. Development of a baseline Project Management Plan detailing all project tasks, timelines, resource assignments, communication strategies, and risk management plans.
3. A scalable cloud-based solution that addresses daily operations and emergency situations including pandemic responses and mass casualty incidents.
4. Access for specified entities such as Emergency Medical Services (EMS), hospitals with 24-hour emergency rooms, local health departments, etc.
5. Mobile applications compatible with iOS and Android for real-time communication.
6. Integration capabilities with at least four Application Programming Interfaces (APIs) for existing EMS electronic patient care reporting systems and hospital systems.
7. Event-based communication functionalities allowing EMS agencies to manage patient care effectively during emergencies.
8. A platform for hospitals to communicate with EMS agencies regarding patient transfers and internal management.

Period of Performance
The contract will commence on July 1, 2025, or upon issuance of the purchase order if later, and will conclude on June 30, 2030.

Place of Performance
The specific locations for the performance of work are yet to be determined (TBD).

Bidder Requirements
Respondents must demonstrate a minimum of five years of experience in IT project management and healthcare communication systems design and implementation. Additionally, they must comply with Florida Statutes regarding scrutinized companies lists and submit necessary certifications related to forced labor and data security.
