The Department of Highway Safety and Motor Vehicles is issuing this Invitation to Negotiate (ITN) to establish a contract to purchase, install and maintain a Mobile Video Recording (MVR) solution. Please see the documents attached below for further information.

Background
The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is issuing this Invitation to Negotiate (ITN) to establish a contract for the purchase, installation, and maintenance of a Mobile Video Recording (MVR) solution for the Florida Highway Patrol (FHP).
The goal of this contract is to enhance law enforcement capabilities through advanced video recording technology.

Work Details
The contractor will provide a comprehensive MVR solution that includes:
1. Monthly subscription fee for MVR service covering all equipment, software, storage, maintenance, repair, support, training, and removal of existing systems.
2. Initial installation costs for 2,400 cars and 50 motorcycles.
3. Repair labor costs and complete replacement costs for items not covered under warranty.

- Current Environment Compatibility
- Camera(s) and Equipment
- Video Trigger Operations
- Video Viewing, Storage, Off-Loading, Sharing, and Redaction
- Software Requirements
- Software and Hardware Support
- Hardware Maintenance
- Integration
- Data Migration
- Implementation Plans
- Pilot Testing and Compliance Review
- Training
- Security and Fraud Prevention.

Period of Performance
The original contract term is five (5) years from the date of contract execution or issuance of the purchase order, with an option to renew at the Department's discretion for an additional five (5) years.

Place of Performance
The services will be performed in Florida as specified by the Department of Highway Safety and Motor Vehicles.

Bidder Requirements
Respondents must be authorized to conduct business in Florida and possess sufficient experience and capability to provide the required products and services.
The contractor must submit various forms including a Respondent Information Form, Past Performance Client References, Price Sheet, Subcontractor Utilization Form, among others.
Additionally, participation from minority-owned businesses is encouraged.
