Mobile Video Recording (MVR) Solution

Background
The Department of Highway Safety and Motor Vehicles (FLHSMV) is issuing this Invitation to Negotiate (ITN) to establish a contract for the purchase, installation, and maintenance of a Mobile Video Recording (MVR) solution specifically for the Florida Highway Patrol (FHP).
The goal of this contract is to enhance the operational capabilities of law enforcement through advanced video recording technology.

Work Details
The contractor will provide a comprehensive MVR solution that includes:
1. Monthly subscription service covering all equipment, software, storage, maintenance, repair, support, training, and removal of existing systems.
2. Initial installation for 2,400 vehicles and 50 motorcycles.
3. Compliance with specifications outlined in ATTACHMENT B - SCOPE OF WORK which includes requirements for camera equipment, video trigger operations, video viewing and storage capabilities, software requirements, hardware maintenance, integration plans, data migration strategies, pilot testing procedures, training programs, security measures, and technology upgrades.

Period of Performance
The contract term will be five (5) years from the date of execution or issuance of the purchase order with an option to renew for an additional five (5) years at the Department's discretion.

Place of Performance
The services will be performed primarily in Florida as required by the Florida Highway Patrol.

Bidder Requirements
Respondents must be authorized to conduct business in Florida and demonstrate sufficient experience and capability to fulfill the contract requirements.
Additionally, they must comply with any subcontracting regulations as specified in the solicitation.
