Background
The Clerk of the Court and Comptroller of Miami-Dade County is soliciting proposals for Merchant Processing Services on its own behalf and as an agent for Miami-Dade County and other Constitutional Officers. The Clerk serves as the lead contracting authority and contract administrator. This solicitation is part of a series of related RFPs aimed at securing financial services to support various operations, including collections, licensing, permitting, and tax payments.
The goal is to facilitate secure and efficient acceptance of credit and debit card transactions across multiple channels.
Work Details
The selected Proposer will be responsible for providing full-service, end-to-end merchant card processing services applicable to all accounts designated by the Clerk, County, or Constitutional Officers as Designated Depository Accounts (DDAs). These services include but are not limited to:
- Secure processing of credit and debit card transactions;
- Integration with existing financial systems;
- Compliance with relevant regulations;
- Provision of detailed reporting;
- Customer support;
- Management of merchant processing fees, which are currently offset via analysis credits.
The Proposer must demonstrate capabilities in handling various transaction types and ensuring operational continuity.
Period of Performance
The contract will have an initial term of five (5) years with an option for one (1) additional five-year renewal at the sole discretion of the Clerk.
Place of Performance
Services will be performed in Miami-Dade County, Florida, with potential for remote support depending on the nature of the services provided.
Bidder Requirements
Proposers must meet minimum qualification requirements as specified in Exhibit 2 of the solicitation. They should demonstrate relevant experience in providing similar services, particularly for public sector clients. Proposers must also comply with all applicable legal requirements and may be required to submit documentation verifying qualifications. Additionally, they must not be involved in any ongoing bankruptcy proceedings or have been placed on the convicted vendor list due to public entity crimes.
