Membrane Based Landfill Leachate Treatment Services

Background
The Hillsborough County Board of County Commissioners is seeking competitive sealed proposals from qualified firms to provide reliable and cost-effective leachate treatment services at the Southeast County Landfill (SELF) located at 15960 County Road 672, Lithia, Florida.

The goal is to implement a membrane-based leachate treatment system capable of processing leachate generated at the landfill, which serves as a final depository for waste-to-energy ash and municipal solid waste. The estimated project value is $26,600,000.00, and the contract will be in effect for five years.

Work Details
The contractor will design, install, commission/startup, operate, and maintain a Leachate Treatment System (LTS) capable of processing an average of 101,000 gallons per day (GPD) of leachate with scalability to handle up to 360,000 GPD within 60 days of notification from the County.

The LTS must utilize semi-permeable membranes to separate contaminants from landfill leachate through physical filtration and pressure-driven separation technologies. The contractor is responsible for managing brine disposal and ensuring compliance with all applicable federal, state, and local regulations. Additionally, the contractor must conduct a Demonstration Period to validate the performance and regulatory compliance of the LTS before long-term authorization.

Period of Performance
The contract will be in effect for five years from the date of award.

Bidder Requirements
Contractors must comply with insurance requirements including Commercial General Liability Insurance, Workers' Compensation & Employers' Liability Insurance, Professional Liability Insurance, Cyber Liability Insurance, Pollution Liability Insurance, and others as specified in the solicitation document.

Contractors are also required to submit proof of insurance before performing any services under this contract.
