Background
The City of Jacksonville is seeking a contractor to provide services for the Mandarin Area Preservation, Beautification, Visioning, and Community Engagement. The goal is to implement Ordinance 2025-139 by engaging community stakeholders to create a vision that reflects the area's distinct character and natural beauty. This initiative aims to foster collaboration among various neighborhood associations and enhance community pride.

Work Details
The contractor will be responsible for:

1. Engaging the community within the defined study area to create a visioning and master planning study.
2. Developing an implementation strategy through comprehensive community engagement and consensus building.

Specific tasks include:
- Data Collection: Gathering documents on neighborhood history, previous planning studies, and relevant infrastructure projects.
- Existing Conditions Analysis: Assessing safety issues, traffic challenges, and drainage.
- Future Conditions Assessment: Analyzing best practices for neighborhood revitalization.
- Initial Concept Planning: Working with residents to draft recommendations for development.
- Recommended Concept Development: Identifying a recommended concept plan through community engagement.
- Implementation Strategy: Creating a roadmap for future projects in the area.
- Final Report: Documenting the entire study process and findings.

Period of Performance
The contract will be performed over a period of one year, with specific tasks expected to be completed within designated 30-day periods.

Place of Performance
The majority of services will be performed within Duval County, Florida.

Bidder Requirements
Bidders must provide proof of applicable local business licenses if located within Duval County. They must also demonstrate experience in similar projects and possess necessary certifications. The contractor team should include specific roles such as Senior Planner, Planner, Administrative Assistant, Community Engagement Coordinator, Media and Branding Consultant, and Development Consultant with minimum hours specified for each role.
