Background
The City of Jacksonville is seeking a contractor to provide services for the Mandarin Area Preservation, Beautification, Visioning, and Community Engagement. This initiative aims to create a cohesive vision for the Mandarin area that reflects its unique character and natural beauty. The project will involve collaboration with community stakeholders to develop an implementation plan that addresses preservation, beautification, and community engagement.

Work Details
The contractor will be responsible for the following tasks:

1. Data Collection and Services: Conduct a 30-day data collection phase to gather neighborhood history, previous planning studies, and relevant information. Deliverables include a Data Collection Matrix and Field Review Technical Memorandum.

2. Existing Conditions Analysis: Assess existing conditions over 30 days, including safety issues and infrastructure challenges. Deliverables include an Existing Conditions Report.

3. Future Conditions Assessment: Analyze future conditions and best practices over 30 days, culminating in a Future Conditions Technical Memorandum.

4. Initial Concept Planning & Analysis: Develop draft recommendations through community engagement over 30 days, resulting in a Draft Initial Concepts and Graphics Package.

5. Concept Planning & Analysis: Refine conceptual plans with community input over 30 days, leading to a Final Concepts and Graphics Package.

6. Recommended Concept Development: Identify a recommended concept plan through stakeholder engagement over 30 days, producing a Recommended Concept and Graphic Package.

7. Implementation Strategy: Create an implementation strategy document as a roadmap for future projects within the study area over 30 days.

8. Final Report: Document the entire study process in a final report over 30 days, including all findings and recommendations.

Period of Performance
The initial term of the agreement shall be for one year, with specific tasks expected to be completed within designated timeframes (typically around 30 days per task).

Place of Performance
The majority of services shall be performed within Duval County, Florida.

Bidder Requirements
Bidders must provide proof of applicable local business licenses if located within Duval County. They must also demonstrate experience in similar projects and possess necessary qualifications as outlined in the RFP.
