Management Consulting Services for a Jacksonville Justice Center

Background
The City of Jacksonville, through the Jacksonville Sheriff's Office (JSO), is seeking to hire a Contractor to provide Management Consulting Services for the Jacksonville Justice Center. The JSO is responsible for law enforcement and corrections within the Consolidated City of Jacksonville, Florida. The goal of this contract is to conduct a comprehensive Future State Analysis for the correctional facilities in order to assess current needs and plan for future growth and operational efficiency.

Work Details
The Contractor will be responsible for the following services:

1. Evaluate Existing Facilities: Assess current structures to determine their condition and usefulness during transition.

2. Evaluate and Plan for New Correctional Facilities: Recommend three potential sites and develop preliminary designs aligned with projected needs, including health services, staff efficiency, logistics, and innovative financing solutions.

3. Project Future Needs: Analyze 30-year population growth projections to inform facility sizing and planning while considering state and federal requirements as well as industry best practices.

4. Provide Location Information: Deliver recommendations with detailed site selection information for all considered options, including existing facilities and proposed construction plans.

5. Establish a Clear Timeline: Develop a project schedule outlining key milestones for timely completion of each study component.

6. Provide Continued Services During Construction: Ensure ongoing operational support while the new Justice Center is being built.

Period of Performance
The initial term of agreement will be one (1) year with ten (10) one-year options until project completion.

Place of Performance
The majority of services will be performed within Duval County, Florida.

Bidder Requirements
Contractors must have a minimum of ten (10) years' experience in jail planning and correctional facility studies. They must provide five sample project deliverables from the last ten years, be authorized to transact business in Florida, maintain liability insurance as required by the Owner, and provide proof of all necessary business licenses.
