Background
The Florida Department of Citrus (FDOC) is an executive agency of the Florida government responsible for the marketing, research, and regulation of the Florida citrus industry. The FDOC's mission is to maximize consumer demand for Florida citrus products to ensure the sustainability and economic well-being of the citrus growers and the industry. The agency has identified a need to modernize its operations and replace its existing revenue system as part of the statewide implementation of the Florida PALM (Planning, Accounting, and Ledger Management) Project.
Work Details
The FDOC seeks a qualified vendor to design and develop a modern, secure, and scalable suite of application solutions built on the Microsoft Power Platform (PowerApps) and Azure Synapse. The new system will support end-to-end revenue lifecycle management, including license application processing, dealer sales reporting submission, automated assessment calculations, billing support, reconciliation processes, and financial reporting.
The selected contractor will work within an Agile delivery framework to ensure alignment between business needs and technical implementation. The initial development budget is $200,000 for design, configuration, development, testing, and deployment. An additional $50,000 is allocated for creating a small Data Warehouse in Azure Synapse with twelve outbound interfaces from Florida PALM. Development activities are expected to be completed within sixteen weeks through eight iterative sprints.
Period of Performance
The project must be completed by August 1, 2026, with all functionalities operational by November 1, 2026. The system must be fully integrated by January 12, 2027.
Place of Performance
The contract will be performed at locations designated by the Florida Department of Citrus in Bartow, FL.
