The Governing Board of the St. Johns River Water Management District (the District ) requests that interested parties respond to the solicitation below by 2:00 p.m., July 2 2025. The District is responsible for the safe operation and maintenance of three waterway navigation
locks and dams located within the Ocklawaha River Basin. The locks and dams are in operation
the entire year, unless conditions require temporary closure for safety reasons. The three locks
are located at:
Apopka Lock & Dam, 16400 County Rd. 48, Mount Dora, FL., 34705.
Burrell Lock & Dam, 10499 Lock Rd. Leesburg, FL., 32757.
Moss Bluff Lock & Dam ( Moss Bluff ), 16255 SE 96th Lane Rd., Ocklawaha, FL 32179
The locks provide for vessel passage along the Apopka-Beauclair Canal, Haynes Creek and the Ocklawaha River, respectively, and are controlled by upstream and downstream miter gates and slide
gates. The lock chambers' approximate measurements are Apopka - 15 feet wide by 67 feet long;
Burrell 28 feet wide by 74 feet long; and Moss Bluff - 30 feet wide by 154 feet long and all
locks provide a minimum estimated depth of six feet. They are operated seven days per week
during the hours specified in this Statement of Work.
The initial term for the awarded contract will expire on September 30, 2028. The estimated budget for the initial term of the project is $975,000. (October 1, 2025 September 30, 2028). The awarded contract will include one, 24-month renewal term (October 1, 2028 September 30, 2030). The estimated budget for the renewal term is not yet available.

Background
The Governing Board of the St. Johns River Water Management District (the District) is responsible for the safe operation and maintenance of three waterway navigation locks and dams located within the Ocklawaha River Basin.

The goal of this contract is to ensure the continuous operation and maintenance of these locks, which are essential for vessel passage along the Apopka-Beauclair Canal, Haynes Creek, and the Ocklawaha River. The contract will cover services from October 1, 2025, to September 30, 2028, with a potential renewal term.

Work Details
The contractor will provide lock tending services at three locations:
- Apopka Lock & Dam (15 feet wide by 67 feet long)
- Burrell Lock & Dam (28 feet wide by 74 feet long)
- Moss Bluff Lock & Dam (30 feet wide by 154 feet long).

Services include operating the locks seven days a week during specified hours, ensuring safety protocols are followed, maintaining equipment, and performing any necessary repairs. The estimated budget for the initial term is $975,000.

Period of Performance
The initial term of the contract will be from October 1, 2025, to September 30, 2028. There is an option for a renewal term of an additional 24 months from October 1, 2028, to September 30, 2030.

Place of Performance
The services will be performed at three locations in Florida:
- Apopka Lock & Dam (16400 County Rd. 48, Mount Dora)
- Burrell Lock & Dam (10499 Lock Rd., Leesburg)
- Moss Bluff Lock & Dam (16255 SE 96th Lane Rd., Ocklawaha).

Bidder Requirements
Respondents must have at least three years of experience in managing and operating water control structures such as locks and dams. They must also have successfully completed at least one similar project valued at $100,000 or more within the last eight years. Additionally, respondents must be registered to do business in Florida and provide evidence of their registration.
