Local Early Steps Programs

Background
The Florida Department of Health, through its Division of Children’s Medical Services, is seeking proposals for the establishment, implementation, and management of Local Early Steps Programs across Florida. This initiative aims to provide early intervention services to infants and toddlers with developmental disabilities or delays, in accordance with the Federal Individuals with Disabilities Education Act (IDEA) Part C.

The goal is to deliver developmental evaluations and early intervention services in the natural environments of the children served.

Work Details
The contract will involve the following key services:
1. Establishment and management of Local Early Steps Programs that comply with IDEA Part C regulations.
2. Provision of developmental evaluations for infants and toddlers aged birth to 36 months who are at risk for developmental delays.
3. Delivery of early intervention services tailored to individual child needs in their natural environments.
4. Development and maintenance of community partnerships to facilitate program activities and outreach efforts.
5. Implementation of a comprehensive approach to service coordination, including timely initial contacts and eligibility determinations for families seeking assistance.

Period of Performance
The contract is anticipated to commence on July 1, 2025, and will conclude on June 30, 2028, with potential for annual renewals up to three additional years based on performance evaluations and funding availability.

Place of Performance
The services will be performed throughout various regional service areas in Florida as selected by the awarded providers.
