Description

Central Florida Tourism Oversight District (CFTOD) is seeking the services of a qualified general contractor to perform structural maintenance on the District's Lime Parking Garage. The Lime Garage is a five-story concrete parking structure that supports the Disney Springs area within the District. Repairs will be focused on crack sealing on all ramps throughout the garage, per the repair procedures outlined in this scope of services.
Contractor shall be responsible for all materials, labor, equipment and supplies necessary to complete the work, as well as any ancillary work required to complete repairs such as temporary traffic control. Work shall be completed in phases, and Contractor shall work with the District to minimize disruptions and facilitate maximum garage capacity and operations around work zone(s). Contractor shall note this project has a critical schedule and a required completion date.
Background
The Central Florida Tourism Oversight District (CFTOD) is seeking a qualified general contractor to perform structural maintenance on the Lime Parking Garage, a five-story concrete structure that supports the Disney Springs area. The goal of this contract is to conduct repairs focused on crack sealing throughout the garage ramps, ensuring safety and functionality while minimizing disruptions to garage operations.

Work Details
The contractor will be responsible for all materials, labor, equipment, and supplies necessary for the project. Key tasks include:
- Repairing concrete cracks on all garage ramps as indicated in provided crack maps.
- Submitting material specifications for approval.
- Following a detailed repair process which includes cleaning ramps, identifying cracks, and applying appropriate repair methods (surface sealing or epoxy injection).
- Ensuring compliance with FDOT specifications and project-specific repair procedures.
- Providing dust control during work.
- Testing repairs for water intrusion.
- Maintaining a clean work area free of debris.

The estimated quantities for bid purposes include 19 linear feet of vertical crack repair using penetrant sealer and 5,144 linear feet of epoxy injection.

Period of Performance
The anticipated notice to proceed is January 12, 2026, with all work to be completed no later than March 13, 2026. The project duration is approximately 60 days.

Place of Performance
The work will be performed at the Lime Garage located at 1540 East Buena Vista Drive, Lake Buena Vista, FL.

Bidder Requirements
Bidders must possess a General Contractor License and have at least ten years of experience in constructing and maintaining parking garages. A complete list of subcontractors must be submitted with the bid. Contractors are required to have an Advanced Temporary Traffic Control certification on staff and maintain adequate insurance coverage. All contractors must also register with CFTOD's online permitting system.
