Background
The City of Orlando is seeking to procure the LeoConnect Public Safety Platform from LeoSight, Inc. This platform is intended for use by law enforcement, emergency management, and public safety agencies. The goal of the contract is to provide a fully integrated platform of public safety tools designed to operate under a unified authentication system, enhancing operational coordination and agency-specific needs.

Work Details
The contract includes the provision of the LeoConnect Public Safety Platform, which features:
- Unified Command & Control Platform (LeoCommand) for multi-agency operations.
- Profile-Based Access and Operations for centralized user management.
- Role-based access control with Profile-Based User Management.
- Support User Accounts for external collaborators.
- Secure Communications (LeoLink) with per-channel permissions for CJIS compliance.
- Workflows Security and Access Control (LeoLoop) for incident management.
- Investigative Plate Capture for real-time license plate data.
- Global Timeline and Unified Event Playback for incident review.
- Customizable Incident Management Interface tailored to agency needs.
- Boundary Guidance (AI-assisted) for operational mapping.
- Innovative CAD Management with detachable CAD Drawer functionality.

Additionally, there are no per-user or per-camera feed license fees, and all enhancements are included throughout the contract duration.

Period of Performance
The contract is set to commence on April 1, 2026, with a due date for proposals on April 8, 2026.

The services will be performed in Orlando, Florida, specifically for eligible law enforcement and public safety agencies within the city.

Bidder Requirements
This procurement is identified as a sole source justification; therefore, only LeoSight, Inc. is recognized as the exclusive provider of this platform unless other suppliers can demonstrate their capability to provide equivalent products or services.
