Background
The Lealman Residential Waste Collection and Disposal Services contract is issued by Pinellas County to fulfill its obligation of providing curbside residential waste and recycling collection services to single-family residential properties within the Lealman Solid Waste Collection and Disposal District (LSWCDD).
The LSWCDD is located in south central Pinellas County, covering approximately 4.2 square miles and servicing around 7,900 residential units. This contract aims to ensure efficient waste management in compliance with local regulations.
Work Details
The contractor will provide curbside residential waste and recycling collection services under four options:
1) Once Weekly Waste Collection & Subscription-based Recycling Collection;
2) Twice Weekly Waste Collection & Subscription-based Recycling Collection;
3) Once Weekly Waste Collection & Universal Recycling Collection;
4) Twice Weekly Waste Collection & Universal Recycling Collection.
Specific responsibilities include:
- Collecting all containerized residential waste placed curbside at all residential units on designated collection days.
- Collecting up to two cubic yards of yard waste and bulky waste per week per residential unit.
- Providing a minimum of one hundred fifty (150) waste roll carts as reserve inventory.
- Ensuring compliance with safety protocols, maintaining vehicles in good working condition, and handling customer complaints efficiently.
Period of Performance
The contractor shall begin providing services on January 1, 2027, following a transition plan due by October 1, 2026.

Services will be performed within the Lealman Solid Waste Collection and Disposal District in Pinellas County, Florida.
Bidder Requirements
Bidders must maintain a commercial office within Pinellas County throughout the term of the agreement.
