Journey Forward Strategic Planning

Background
The City of Jacksonville is seeking proposals for the Journey Forward Strategic Planning initiative. This project aims to develop a Community-Based Crime Reduction Strategic Plan that addresses systemic and social factors contributing to crime while promoting sustainable community safety. The selected consultant(s) will facilitate a participatory planning process involving various stakeholders, including public agencies, nonprofit organizations, grassroots leaders, and residents.

Work Details
The scope of services includes:

1. Strategic Planning Design and Facilitation:
a. Develop a detailed planning process framework rooted in public health, prevention, and equity principles.
b. Design an inclusive engagement process that uplifts community voices and integrates multidisciplinary perspectives.
c. Facilitate strategic planning sessions, focus groups, and community meetings.

2. Stakeholder Engagement:
a. Identify and engage a wide range of stakeholders including residents, grassroots leaders, city departments, elected officials, youth, faith-based organizations, service providers, and philanthropic partners.
b. Design tools and strategies to ensure meaningful and culturally responsive participation.
c. Facilitate community convenings and collaborative working sessions to develop shared goals and strategies.

3. Strategic Plan Development:
a. Synthesize input and data to produce a comprehensive Community-Based Crime Reduction Strategic Plan that includes short- and long-term goals; aligns with best practices; addresses crime prevention, intervention, deterrence, and rehabilitation; prioritizes family engagement; defines metrics for performance; identifies roles and responsibilities for partners.
b. Document all meetings and engagement sessions.
c. Draft and finalize a Strategic Plan document that includes implementation steps, timelines, and evaluation metrics.

Period of Performance
The initial term of the agreement will be for one (1) year commencing upon execution of the contract.

Place of Performance
The majority of the services shall be performed within Duval County, Florida.

Bidder Requirements
Bidders must provide proof of applicable local business license if located within Duval County; proof of similar project completed within the last 3 to 5 years for a comparable metropolitan area; proof of no outstanding legal judgments or financial insolvency; must be legally authorized to do business in Duval County.
