Background
Toho Water Authority, established in October 2003, is the largest provider of water, wastewater, and reclaimed water services in Osceola County. The agency's mission is to provide reliable, cost-effective, and responsive water services while protecting public health and the environment.

This Request for Proposal (RFP) seeks qualified firms to establish General Services Agreements for Instrumentation and Control Services related to emergent, emergency, or time-critical work in water and wastewater systems.

Work Details
The Contractor(s) shall provide professional services for Supervisory Control and Data Acquisition (SCADA) planning, designing, and integration including subsystems such as electrical, instrumentation, servers, and network communications as they relate to the utility SCADA system.

Specific tasks include:
- Furnishing and installing new instrumentation and Programmable Logic Controllers (PLCs);
- Programming PLCs;
- Programming Human Machine Interfaces (HMI) and Operator Interface Terminal (OIT);
- In-plant SCADA networking;
- Demolition and disposal of existing facilities and equipment;
- Staff supplement;
- Supplying control panels as specified by Toho;
- Troubleshooting and repairing control systems;
- Instrumentation installation, modification, and repair;
- Furnishing, fabricating, and installing electrical and instrumentation panels;
- Documentation of existing and as-built electrical wiring;
- Other related services.

Period of Performance
The initial contract period shall be for three (3) years commencing upon execution of a contract for this award. The contract may be renewed for one (1) additional two (2) year period subject to written agreement by both parties.

Place of Performance
Services will be performed within the Toho Water Authority service area located in Osceola County.

Bidder Requirements
Proposers must have a minimum of five (5) years of experience managing instrumentation and controls for utility systems. They must reside within 100 miles from Toho Water Authority service area. Proposers must be an Allen-Bradley Certified Systems Integrator – Silver Level or higher & Water/Wastewater Certified.

Additionally, preferences include having staff with Global Industrial Cyber Security Professional Certificate (GICSP), Cisco Certified Network Associate Certification (CCNA), or Fortinet Network Security Expert (NSE) Certification.
