Installation of Wildlife Chain-Link Fence

Background
The City of New Smyrna Beach is seeking sealed bids from qualified and licensed Contractors to provide and install a new 8-foot-tall chain link fence with wildlife fence skirting at the New Smyrna Beach Airport. This project aims to mitigate wildlife access into the Airport Operations Area (AOA) and is partially funded by FDOT, FAA, and local municipal funds. The contract award is contingent upon receipt of bids and availability of funding.

The City emphasizes nondiscrimination in the award or performance of this contract, encouraging participation from all qualifying firms regardless of business size or ownership.

Work Details
The project includes the installation of an 8-foot-tall chain-link fence with 3-strand barbed wire and wildlife fence skirting. Specific tasks include:

- Clearing and grubbing operations for a minimum 10-foot clearance;
- Demolition of existing 6-foot chain-link fencing, airport security gates, and ditch crossings;
- Installation of new airport security gates;
- Installation of wildlife exclusion ditch crossings;
- Hydroseeding;
- Gopher tortoise survey/protection;
- Construction safety and phasing plan compliance;
- Temporary air & water pollution control;
- Construction survey;
- Mobilization (maximum 10%);
- Various removals and installations as detailed in the bid proposal items.

Period of Performance
Work must commence within ten (10) calendar days after the Notice to Proceed letter is issued, with completion required within seventy-five (75) days thereafter.

Place of Performance
The work will be performed at the New Smyrna Beach Airport, located at 602 Skyline Dr, New Smyrna Beach, FL 32168.

Bidder Requirements
Bidders must demonstrate a minimum of five (5) years of experience in similar projects. They must provide evidence of authority to conduct business in Florida (Sunbiz report), submit all relevant professional licenses, applicable bond documents, and may be required to provide financial performance information upon request. Additionally, bidders must submit a Bid Security Bond equal to 10% of the total bid price.
