Description

Background
The Orlando Utilities Commission (OUC) is an electric and water municipal utility serving Orlando, Florida, and portions of surrounding Orange County. OUC serves more than 380,000 customers. The purpose of this RFP is to invite qualified suppliers to submit proposals for an Information Technology Service Management (ITSM) Platform solution that includes implementation, project management, organizational change management, training, post-implementation support, and professional services. The selected platform should provide cohesive workflow management and automation for integrated IT services.

Work Details
The contract includes the following key deliverables:

1. **Platform Solution**: Design, install, configure and deploy the integration platform that meets stated objectives; migrate existing integrations and services to the new platform where defined.

2. **Implementation Services**: Comprehensive plan for implementation including organizational change management; project planning, execution, and post-deployment support; provide integration support as needed.

3. **Support and Maintenance**: Ensure ongoing support and issue resolution; regular platform updates and patch management as needed.

4. **Training and Documentation**: Documentation for architecture, integrations, and operational procedures; identify and facilitate role-based training sessions for technical teams; assist with development and delivery of end-user training including user manuals.

Period of Performance
The initial term of the contract will be three (3) years with two (2) additional one-year renewals at the option of OUC.

Place of Performance
The contract will be performed at the Orlando Utilities Commission located at Reliable Plaza, 100 West Anderson Street, Orlando, Florida.

Bidder Requirements
Bidders must have been in business successfully performing requested services for at least five (5) years if they are OEM firms implementing their own solution or three (3) years if they are implementers. Bidders must provide a cover letter signed by an officer of the company attesting to the information provided within the proposal; team qualifications including resumes for key resources; a project Gantt chart with timeline for implementation; a first draft of the Statement of Work (SOW); an Executive Summary/Corporate Overview; proof of registration with the Florida Department of State – Division of Corporations if applicable; compliance with NIST Cybersecurity Framework standards; role-based access control compliance.
