Independent External Auditor

Background
The City of Jacksonville is seeking proposals from Certified Public Accounting Firms to provide independent external auditing services for the fiscal years ending September 30, 2025, 2026, and 2027. The goal of this contract is to ensure compliance with applicable accounting and auditing standards while providing necessary opinions and reports.
The selected firm will also have the option to extend the contract for two additional years.

Work Details
The services required under this RFP include conducting annual audits in accordance with applicable Accounting and Auditing Standards. Specific tasks include:
- Performing interim fieldwork starting as early as July 1, 2025.
- Preparing and examining closed, balanced financial statements for all activities and business-type activities of the City of Jacksonville.
- Providing independent accountant's reports on various financial statements including the Schedule of Expenditures of Federal Awards and State Financial Assistance.
- Preparing reports on compliance with governmental auditing standards and other applicable regulations.
- The firm must also prepare reports related to specific funds such as the Landfill Closure Fund and Community Redevelopment Agency Fund, among others.
The contractor will be responsible for emailing required opinions and reports in PDF format to designated city officials.

Period of Performance
The contract will commence upon award and will cover audits for fiscal years ending September 30, 2025, 2026, and 2027, with potential extensions for two additional years.

Place of Performance
The audits will be conducted for the City of Jacksonville, Florida.
