Independent Auditing Services and Financial Statement Preparation

Background
The City of Fernandina Beach, Florida, is seeking proposals from certified public accounting firms to provide independent auditing services and financial statement preparation for the audits of the City’s financial statements.

The City aims to establish a relationship with a qualified firm that can maintain open communication and uphold ethical standards while providing these essential services.

Work Details
The selected auditor will be responsible for:
- Auditing and expressing an opinion on the fair presentation of the City's financial statements;
- Preparing supporting schedules for the Annual Comprehensive Financial Report (ACFR);
- Conducting audits in accordance with generally accepted auditing standards;
- Issuing various reports including those on internal control structure and compliance with laws;
- Assisting in implementing new accounting standards;
- Potentially performing additional auditing services as requested by the City.

The auditor must also prepare confirmation letters, assist with Management’s Discussion and Analysis (MDA), and ensure compliance with federal and state regulations.

Period of Performance
The contract will be for an initial period of three years, with options to renew for two additional one-year periods, totaling a potential five-year contract.

Place of Performance
The services will be performed at the City of Fernandina Beach, located at 204 Ash Street, Fernandina Beach, FL 32034.

Bidder Requirements
Proposers must demonstrate at least five years of experience providing audit services to local governments. They must have no conflicts of interest regarding other work performed for the City. Additionally, all key personnel must be licensed to practice as certified public accountants in Florida. The firm should provide evidence of independence from the City as defined by generally accepted auditing standards.
