Description

The District needs contracted services in the following areas of expertise to support agency programs and projects during the next five years: (1) groundwater flow and transport modeling, (2) hydrogeologic data collection and evaluation, and (3) watershed planning, assessment, and program administration. Because future needs will vary among projects and are not fully known at this time, the development of specific scope(s) of work is not practicable.

Background
The Northwest Florida Water Management District (District) is issuing a Request for Proposals (RFP) No. 25-001 for continuing services to support agency programs and projects over the next five years.
The District's mission includes managing water resources in a sustainable manner, and the goal of this contract is to engage qualified firms in groundwater flow and transport modeling, hydrogeologic data collection and evaluation, and watershed planning, assessment, and program administration.

Work Details
The services required under this contract include:

1. Groundwater Flow and Transport Modeling: Tasks may include conceptualization of groundwater flow systems, development and analysis of water budgets, calibration and application of models (including dual porosity, density-dependent, conduit flow), sensitivity analyses, model applications for water supply planning, minimum flows, groundwater quality investigations, and expert witness testimony.

2. Hydrogeologic Data Collection and Evaluation: Tasks may include developing groundwater monitoring plans, well construction oversight, aquifer performance tests, hydrogeologic field investigations, groundwater quality investigations, springs investigations (including dye trace studies), planning for water resource development projects like aquifer storage recovery, and expert witness testimony related to hydrogeologic investigations.

3. Watershed Planning, Assessment, and Program Administration: Tasks may include developing or updating Surface Water Improvement Management (SWIM) plans or other watershed plans; assisting with grant programs; feasibility analysis for projects improving water quality; assessments of watershed conditions using GIS data; compilation of watershed data; interagency coordination; and public presentation of data.

Period of Performance
The initial contract term is up to five (5) years with an option for renewal for an additional five (5) years at the District's discretion.

Place of Performance
Services will be performed primarily at the Northwest Florida Water Management District headquarters located at 81 Water Management Drive, Havana, Florida 32333.
