GIS Utility Network Migration Project and Support Services

Background
The Orlando Utilities Commission (OUC) is an electric and water municipal utility serving Orlando, Florida, and surrounding areas. OUC aims to modernize its Geographic Information System (GIS) by migrating from a legacy Esri geometric network platform to Esri's ArcGIS Utility Network (UN) solution. This initiative addresses technology obsolescence and establishes standardized utility-focused data models to enhance operational efficiency and meet growing customer demands.

Work Details
The project involves the migration of OUC's existing GIS to the ArcGIS Utility Network, executed in three integrated phases starting with Water in 2025. The selected vendor will act as the System Integrator responsible for overseeing, coordinating, and executing the modernization process. Key tasks include:

1. Migrating from the current Esri Geometric Network data models to the new ArcGIS UN.
2. Reconfiguring or replacing existing integrations with other OUC systems.
3. Conducting a thorough evaluation of all current GIS integrations to determine necessary changes.
4. Providing training for OUC personnel on the new system functionalities.
5. Ensuring compliance with data governance standards during the transition.

Period of Performance
The contract will have an initial period of three (3) years with an option for a two (2) year renewal at OUC's discretion.

Place of Performance
The work will be performed primarily within the United States, specifically in Orlando, Florida.

Bidder Requirements
Bidders must meet specific qualifications including:
- Being an Esri Gold Partner.
- Having at least ten (10) years of experience providing Esri GIS services.
- Successfully completing at least two (2) Utility Network implementations.
- Providing references for these implementations.
- All work must be performed within the United States; no off-shoring is permitted.
