THIS IS NOT A REQUEST FOR BID OR PROPOSAL. THIS IS STATUTORILY MANDATED FIFTEEN BUSINESS DAY ADVERTISEMENT OF AN INTENDED SINGLE SOURCE PROCUREMENT BY FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP).

Background
The Florida Department of Environmental Protection (DEP) is responsible for protecting Florida's natural resources and ensuring the health and safety of its residents. This contract aims to address the credentialing and continuing education training needs of onsite wastewater contractors and county health department field staff through a single source procurement from the Florida Onsite Wastewater Association, Inc. (FOWA).

Work Details
The contract involves providing credentialing and continuing education training services specifically for onsite wastewater contractors and county health department field staff. The services will include Accelerated Certification Training (ACT) and advanced training in Onsite Sewage Treatment and Disposal Systems (OSTDS) as mandated by section 381.0065, Florida Statutes, and Chapter 62-6, Florida Administrative Code.

The training will be conducted at FOWA's Training Center located in Polk City, Florida, which is recognized as the only facility authorized by the U.S. Environmental Protection Agency for such training. The center will offer hands-on training that includes various systems and components related to onsite sewage treatment.

Period of Performance
The contract will be performed from July 1, 2025, to June 30, 2026.

Place of Performance
The services will be performed at the Florida Onsite Wastewater Association's Training Center located in Polk City, Florida.

Bidder Requirements
The contractor must be located in Florida and have an onsite sewage treatment training center capable of conducting all or portions of the required trainings. Additionally, all Department of Health onsite sewage inspectors must be approved by both the Department of Health and the Department of Environmental Protection as per relevant statutes.
