Background
The City of Lakeland seeks a licensed Fire Protection System contractor certified per Florida Statute 633 to provide comprehensive year-round inspection, preventive maintenance, corrective service, and 24/7 emergency response for fire protection systems at the McIntosh, Larsen, and Winston Power Generation Facilities.
The City operates multiple power generation facilities that require reliable, code-compliant fire protection systems to ensure life safety, protect critical infrastructure, and maintain uninterrupted utility operations. These facilities include various suppression and detection systems that must remain compliant with NFPA standards, Florida Statutes, and local fire codes.
Work Details
The contractor shall furnish all labor, supervision, materials, tools, test instruments, lifts/rigging, travel, and administration necessary to keep systems fully operational and compliant with applicable codes. Services include:
- Performing quarterly, semiannual, annual, and 5-year inspections/testing for all covered systems;
- Providing preventive maintenance;
- Corrective service to restore functionality;
- 24/7 emergency response;
- Electronic reporting;
- Deficiency notifications; and
- Quotes for corrective actions.
Systems covered include engineered suppression systems (e.g., Clean Agent), sprinkler systems (wet/dry), foam systems (AFFF), hydrants/standpipes, fire pumps/controllers, and fire alarm/detection systems. The estimated inventory includes:
- 12 sprinkler systems (24 zones);
- 1 HI-FOG mist system;
- 85 hydrants/standpipes;
- 15 engineered systems;
- 33 fire alarm panels; and
- 270 portable extinguishers plus spares.
Period of Performance
The contract shall be valid from Purchase Order issuance through September 30, 2026. Upon mutual written consent, the contract may be renewed for up to four (4) additional one-year terms.

Services will be performed at the McIntosh Power Plant located at 3400 East Lake Parker Drive, Lakeland, FL 33805; Larsen Station; and Winston Peaking Station.
