Description

Qualified vendors are requested to provide a cloud-based or vendor-hosted Fare Collection Application (FCA) to replace the County's existing legacy Cubic fare collection software. Additionally, the contract may provide Standalone Fare Validators and Handheld Fare Validators. The resultant contract will provide all supporting software licensing/hosting services, validator equipment, customization, interface development, ongoing maintenance, operational management services, and a comprehensive training program. This scope of this Solicitation does not include Fare Collection Equipment, inclusive of Fare Gates, Ticket Vending Machines (TVM), Fareboxes (and associated Farebox Backend System Monitoring and Alerting System (MAS)), as this has been solicitated separately under RFP No. EVN0001090.
Background
Miami-Dade County, through its Department of Transportation and Public Works (DTPW), is seeking qualified vendors to provide a cloud-based or vendor-hosted Fare Collection Application (FCA) to replace the existing legacy Cubic fare collection software. The goal of this contract is to enhance the efficiency, security, and customer experience of the transit system while ensuring a smooth transition from the current card-based system to an account-based system. The contract will also include Standalone Fare Validators and Handheld Fare Validators, along with comprehensive support services.

Work Details
The selected vendor will be responsible for delivering a Fare Collection Application that includes:
- Full implementation services via a cloud or vendor-hosted licensing model.
- Supporting software licensing/hosting services.
- Customization and interface development.
- Ongoing maintenance and operational management services.
- Comprehensive training programs for users.

The FCA must maintain unique transit accounts associated with accepted fare payment credentials and manage the transition from card-based to account-based systems with minimal disruption. The scope excludes Fare Collection Equipment such as Fare Gates and Ticket Vending Machines, which are being solicited separately under another RFP.

Period of Performance
The anticipated contract duration is six (6) years, with two (2) options for renewal of four (4) years each at the County's discretion.

Place of Performance
The services will be performed within Miami-Dade County, Florida.

Bidder Requirements
Proposers must comply with various requirements including:
- Submission of a Non-Collusion Affidavit.
- Compliance with federal provisions as outlined in the solicitation documents.
- Affirmation that they do not give access to personal identifying information to governments of foreign countries of concern.
- Proposers involved in bankruptcy proceedings may be deemed non-responsible.
