Background
The City of St. Petersburg is seeking a qualified Faith Community Housing Assistance Consultant to support houses of worship in exploring affordable housing development on land they own or control. This initiative aligns with the City’s Yes In God’s Back Yard (YIGBY) legislation, aiming to build congregational readiness by clarifying development feasibility, financing options, partnerships, and regulatory pathways.

Work Details
The consultant will provide targeted workshops and individualized technical assistance to faith-based organizations. Key responsibilities include:
- Designing a workshop curriculum aligned with national best practices for faith-based affordable housing readiness covering topics such as affordable housing basics, development models for faith properties, organizational readiness, site feasibility, financing pathways, community partnership engagement, and implementation roadmaps.
- Delivering a minimum of two City-approved workshops (in-person, virtual, or hybrid) and tracking attendance and feedback.
- Providing direct technical assistance to participating houses of worship including readiness assessments, site screening, partner selection guidance, predevelopment planning support, navigation of City regulatory processes, and development of action plans.
- Producing deliverables such as workshop materials, participant evaluation summaries, technical assistance workplans, final recommendations for scaling efforts by the City, and a comprehensive final engagement report.
Period of Performance
The initial term of the contract will commence upon execution and continue for one year. There is an option for one additional year of renewal based on satisfactory performance.

Services will be performed in St. Petersburg, Florida.

Vendors must have at least three years of experience providing community engagement and technical assistance to nonprofit or faith-based organizations.
