Environmental Laboratory Proficiency Testing Services

Background
The Broward County Environmental Monitoring Laboratory and Wastewater Services Laboratory is seeking to provide critical analyses to support the County's efforts in managing and protecting environmental resources while ensuring compliance with regulatory policies. This contract aims to establish an open-end agreement for Environmental Laboratory Proficiency Testing Services for the Natural Resources Division, Wastewater Services Division, and other Broward County agencies.

Work Details
The contractor will provide proficiency test samples in accordance with NELAP (National Environmental Laboratory Accreditation Program) standards. Responsibilities include:

- Electronic data entry of performance test analysis with real-time evaluation.
- Ability to enter, upload, store, and retrieve data based on analyte, pass/fail score, and analyst name.
- Automatic submission of results to state lab program coordinators and other regulating agencies as required.
- Customizable data reports exportable to Microsoft Excel including access to historical proficiency tests data and exception reports for failing results.
- Quick response performance tests with a 48-hour turnaround for all parameters listed.
- Availability of chemists during a 12-hour workday (Monday to Friday).
- A minimum of five years as a TNI-accredited Proficiency Test provider for all analytes included in the Bid Table.
- Certificate of analysis for all Quality Control Samples.
- Shipping of samples within three calendar days after receipt of purchase order, ensuring temperature-sensitive samples are shipped appropriately.

Period of Performance
The initial contract period will commence upon award or expiration of the current contract and will last for one year, with potential renewals for four additional one-year periods based on vendor performance.

Place of Performance
Services will be performed at the following locations:

- Water & Wastewater Services (WWS), 2555 West Copans Road, Pompano Beach, FL 33069;
- Broward County Environmental Laboratory, 3211 College Avenue, Davie, FL 33314.

Bidder Requirements
Vendors must comply with certification requirements including NELAP certification and TNI certification. The vendor must perform at least 100% of the total contract price without subcontracting. Insurance requirements include general liability insurance with specified limits and coverage types. Vendors must also demonstrate local business presence within Broward County to qualify for local preferences.
