Enterprise Resource Planning Software Modernization

Background
The City of St. Petersburg is seeking proposals from qualified vendors to replace its current Oracle E-Business Enterprise Resource Planning (ERP) software system. The goal is to implement a new ERP solution that can be fully On-Premises, fully SaaS Cloud-based, or a hybrid of both. This project aims to enhance the City’s operational efficiency by integrating various functionalities such as Finance, Procurement, Budgeting and Planning, and Human Capital Management.

Work Details
The vendor will provide an integrated ERP solution that includes the following modules: Finance, Procurement, Budgeting and Planning, and Human Capital Management. The implementation services must include project management, system design, hardware setup, interface development, systems integration, data migration, testing, implementation, training, and maintenance. The vendor is expected to conduct thorough business analyses for each module and deliver a pre-configured system based on best practices. Specific functionalities required include:

- Finance Management: General accounting, billings and accounts receivables management, treasury and cash management, accounts payable management.

- Procurement Management: Strategic sourcing capabilities including supply base management and contract lifecycle management.

- Human Capital Management: Recruitment processes, employee self-service functions, performance management.

- Grants and Loan Management: Comprehensive systems for managing grants from application to closure and loan origination to servicing.

Period of Performance
The contract will be performed over a period defined in the proposal timeline set by the City of St. Petersburg.

Place of Performance
The services will be performed at the City of St. Petersburg's facilities or remotely as necessary.
