Background
The City of Palm Coast, Florida, is seeking proposals from qualified vendors to provide an Enterprise Asset Management (EAM) platform. The goal of this contract is to consolidate asset tracking, work order management, preventive maintenance, inventory, and field operations across various departments including utilities, public works, stormwater, parks, and fleet.
The EAM platform must integrate with existing systems such as financial and GIS systems and be delivered as a modern SaaS solution with a site-wide licensing model.
Work Details
The selected EAM platform will include the following functionalities:
- Consolidation of asset tracking and work order management across multiple departments.
- Preventive maintenance scheduling and inventory management.
- Integration with existing systems like Tyler Munis (ERP), Salesforce (CRM), Esri ArcGIS (GIS), InfraMap (asset management), Faster Fleet Management (vehicle maintenance), Samsara (GPS tracking), HALO ITSM (IT service management), and others.
- Support for both point assets (e.g., pump stations, vehicles) and linear assets (e.g., pipes, roads).
- Comprehensive lifecycle management for all asset types including creation, categorization, condition tracking, and capital improvement planning.
- Work order lifecycle management from initiation to closure with capabilities for labor time capture, materials usage tracking, and status updates.
- Automated preventive maintenance scheduling based on various triggers.
- Inventory management linked directly to work orders.
- Mobile access for field crews with offline capabilities.
- Reporting tools including dashboards for operational insights.
Period of Performance
The contract is expected to commence following City Council approval during the Fiscal Year 2027 budget process, with an anticipated start in the first quarter of FY27 (October through December 2026). All proposed pricing must remain valid through December 31, 2026.
