The City of Tampa is seeking emergency management consulting services to assist city personnel before, during, and after emergencies. The goal is to enhance the city's preparedness, response, and recovery capabilities through expert training, project management, and onsite support. The successful proposer must demonstrate experience in emergency management for municipalities similar in size and complexity to Tampa and possess knowledge of relevant national and state emergency management systems.
Work Details
The successful proposer will provide the following services:
1. **All Hazard Training and Exercises**: Design, facilitate, and evaluate emergency management training and exercises based on FEMA and HSEEP frameworks.
2. **Incident Management Team Staff Augmentation**: Provide trained personnel for various emergency support roles when the City activates its Emergency Operations Center (EOC), including positions such as EOC Manager, Section Chiefs, Recovery Coordinators, Crisis Communications Specialists, GIS services, and more.
3. **Emergency Planning Services**: Develop emergency management plans including continuity of operations planning, disaster housing planning, risk assessments, and hazard mitigation planning.
4. **Emergency Management Grant Development**: Assist with grant applications for federal and state funding related to disaster recovery and public assistance programs.
Period of Performance
The contract will commence upon award and will be effective until May 26, 2026.
Place of Performance
Services will be performed both onsite in Tampa and virtually as required by the task order.
Bidder Requirements
Proposers must demonstrate experience with FEMA or State of Florida National Qualification System certifications for staff involved in training and exercises. They must also provide a contingency plan for staffing continuity during emergencies.
