Background
The City of Jacksonville, Florida, under the leadership of Mayor Donna Deegan, is seeking to enhance its international relations through the Jacksonville Sister Cities Association (JSCA). The JSCA is tasked with coordinating exchange programs with eight sister cities globally, aiming to promote economic development, cultural awareness, and educational expansion. This initiative aligns with the city's mission to foster global connections and community engagement.

Work Details
The contract involves the coordination and funding of exchange programs between Jacksonville and its eight Sister Cities: Bahia Blanca (Argentina), Curitiba (Brazil), Changwon Special City (South Korea), Murmansk (Russia), Nantes (France), Nelson Mandela Bay (South Africa), San Juan (Puerto Rico), and Yingkou (China). Specific activities planned for fiscal year 2025-2026 include:

- Participation in a Language Immersion Exchange in Nantes, France.
- Hosting a delegation from Changwon Special City.
- Participation in local events such as the November Veteran’s Day parade and the 34th Annual World of Nations Celebration.
- Professional exchanges with Nelson Mandela Bay Municipality.
- Student exchange trips to Puerto Rico, South Africa, and South Korea.
- Development of a student exchange program with Chinese sister cities.
- Conducting cultural workshops and participating in various multicultural expos.

Period of Performance
The contract will be executed over a period of 12 months, from October 1, 2025, through September 30, 2026.

Place of Performance
The activities will primarily take place in Jacksonville, Florida, as well as in the respective sister cities around the globe.

Bidder Requirements
This is a single source contract awarded to the Jacksonville Sister Cities Association (JSCA) due to its unique position as the only organization capable of fulfilling this role in Jacksonville.
