E24SP01 Planning Consultant Services

Background
Miami-Dade County is seeking two architectural and engineering (A/E) consultants to provide planning consultant services for PortMiami, which has been awarded the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant.

The goal of this contract is to develop a path to Net Zero master plan that includes both on-port and off-port planning services, aimed at enhancing the sustainability and operational efficiency of PortMiami.

- Utility Analysis
- Traffic Analysis
- Master Planning
- Conceptual Planning and Design for both on-port and off-port locations.

Specific tasks include developing strategies for the PortMiami Net Zero program; conducting stakeholder engagement; preparing detailed site plans; creating a stormwater master resiliency plan; and ensuring compliance with Miami-Dade County's climate action strategies. The contract will be executed through two Non-Exclusive Professional Services Agreements (PSAs), each with an estimated value of $3.75 billion over five years.

Period of Performance
The contract will have an effective term of five years from the date of award.

Place of Performance
The services will be performed primarily at PortMiami and may extend to two inland port locations as part of the planning efforts.
