Background
The Miami-Dade County Department of Transportation and Public Works (DTPW) is seeking an Architectural and Engineering consultant to support the implementation of the Strategic Miami Area Rapid Transit (SMART) Program. This initiative aims to enhance transit services in the Miami area, aligning with federal and state regulations, including those from the Federal Transit Administration (FTA).

The contract will facilitate a range of professional and technical services necessary for the successful execution of transit projects.

Work Details
The selected consultant will provide a wide array of services under the SMART Program, including but not limited to:
1. Short- and Long-Range Transit Planning: Conduct feasibility studies for future transit projects, evaluate alignments and technologies, and prepare conceptual designs.
2. Facilities and Systems Engineering Planning: Recommend facility configurations and develop conceptual designs for DTPW's review.
3. Program/Project Programming: Develop scopes-of-work, budgets, and schedules for future projects.
4. Program/Project Governance: Implement governance models following Project Management Institute standards, including risk management and program integration.
5. Traffic Studies: Perform or oversee traffic studies as per DTPW requirements.
6. Oversight of Alternatives Analysis (AA) Studies: Provide oversight for AA services.
7. NEPA Process Oversight: Review environmental impact statements and assist in contract negotiations with planning consultants.
8. Design Oversight: Ensure compliance with DTPW design criteria through oversight of design consultants.
9. Quality Assurance: Develop a QA/QC plan for all projects, conduct audits, and ensure compliance with FTA requirements.
10. Claims Administration: Review contractor claims to assist in timely resolutions.

Period of Performance
The contract will have an effective term of ten (10) years with one (1) two-year option to extend.

Place of Performance
Services will be performed within Miami-Dade County, Florida.

Bidder Requirements
Proposers must demonstrate experience with two previously designed projects similar in scope within the last five years. The Prime Consultant must hold technical certification in 'Mass Transit Systems - Mass Transit Program Systems Management'. A race-neutral aspirational goal of 10.54% Disadvantaged Business Enterprise (DBE) participation is established for this contract.
