Background
Miami-Dade County, Florida, through its Strategic Procurement Department (SPD), is seeking two architectural and engineering (A/E) consultants or teams of firms to provide marine infrastructure engineering services for PortMiami. The goal of this contract is to support the construction, repair, rehabilitation, and new construction of various marine infrastructure projects at PortMiami. This is essential for accommodating the growth in containerized cargo vessels and cruise passenger ships.
Work Details
The selected consultants will provide a wide range of marine engineering services including but not limited to: inspections and evaluations of wharves, bulkheads, seawalls, roll-on/roll-off platforms, gantry crane rail beams tie-downs and stow pin sockets; shoreline protection revetments; dredging; corrosion protection; floating and fixed docks; offshore mooring and breasting dolphins; container yard improvements; and other berthing improvements.
Services will also encompass surface and underground investigations, subsurface drilling, geotechnical investigations, materials sampling/testing, condition assessments, biological resources surveys, topographic/bathymetric surveys, hydrographic surveys, design criteria development, drainage/structural/electrical/telecommunications/water distribution engineering, environmental permitting, bidding assistance, and construction phase engineering/inspection services including review of shop drawings and change orders. Additionally, the consultants must be prepared to respond to unforeseen events such as accidents or weather-related incidents that require urgent assessments and repair plans.
Period of Performance
The contract will have an effective term of five years with no minimum amount of work guaranteed.

The services will be performed at PortMiami in Miami-Dade County, Florida.
Bidder Requirements
Proposers must meet specific technical certification requirements in areas such as Cargo Terminal Design and Marine Engineering Design. They must also comply with Miami-Dade County's Small Business Enterprise (SBE) goals which require 18% SBE participation in the project. All firms participating must have valid Miami-Dade County SBE certification by the proposal submission deadline.
