Drilling Services for Submerged Cave Systems in the Wakulla Basin

Background
The Florida Department of Environmental Protection (DEP) is issuing a Request for Proposals (RFP) for Drilling Services for Submerged Cave Systems in the Wakulla Basin.

The Florida Geological Survey (FGS), a division of DEP, aims to enhance understanding of water and mineral resources through the installation of conduit wells that facilitate water quality and tracer research in springs, karst, and cave systems. This initiative supports ongoing research efforts and aligns with the state's priorities for conserving natural resources.

Work Details
The contractor will provide drilling and monitoring well construction services, including:
1. **Access Agreements & Infrastructure Needs**: Ensure road access, electricity, water, and necessary permits are secured.
2. **Notification**: Notify the Project Manager of all scheduled activities with detailed drilling plans.
3. **Timeframe**: Services must start by June 15, 2026, and be completed by September 1, 2026.
4. **Conduit Monitoring Well Services**: Install monitoring wells at designated sites (four sites identified), with specific requirements for well construction including:
- Use of schedule 40 PVC pipe.
- Installation of wells as open completions.
- Drilling pilot holes to confirm conduit presence.
- Collection of core samples.
- Compliance with Water Management District (WMD) requirements.
- Daily logs and completion reports must be provided.

Period of Performance
The contract will commence on June 15, 2026, and is expected to conclude by September 1, 2026.

Wakulla Basin, Florida.

Bidder Requirements
Respondents must possess a Water Well Contractor License issued by one of Florida’s five Water Management Districts and be in good standing. They must also comply with all applicable local, state, and federal laws.
