FDOT District Five is requesting proposals from qualified Vendors for Appraisal, Appraisal Review, Right-of-Way Cost Estimates, Right-of-Way Design Support, and Miscellaneous Valuation Support Services.
Qualifications questionnaire and work product sample replies for this project are due no later than August 19th, 2025, at 10:00am.

All payment(s) to the vendor(s) resulting from the contract(s) established by this competitive solicitation WILL be subject to the 1% MFMP Transaction Fee unless the transaction is exempt from the Transaction Fee pursuant to Rule 60A-1.032, Florida Administrative Code.

Background
The Florida Department of Transportation (FDOT) District Five is soliciting proposals from qualified vendors to provide appraisal, appraisal review, right-of-way cost estimates, right-of-way design support, and miscellaneous valuation support services. The goal of this contract is to establish a term agreement for these services to support the department's mission in managing transportation infrastructure effectively across several counties including Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia.
Work Details
The contract will encompass the following services:
- Appraisal Services: Conducting property appraisals for right-of-way acquisitions.
- Appraisal Review: Reviewing appraisals to ensure compliance with standards and accuracy.
- Right-of-Way Cost Estimates: Providing detailed cost estimates for acquiring necessary land for transportation projects.
- Right-of-Way Design Support: Assisting in the design aspects related to land acquisition.
- Miscellaneous Valuation Support Services: Offering additional valuation-related services as needed by the FDOT.
Period of Performance
The term of the agreement is anticipated to begin upon contract execution and will be effective for five years.
Place of Performance
Services will be performed within the jurisdiction of FDOT District Five, covering Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia Counties in Florida.
Bidder Requirements
Vendors must be registered in the State of Florida’s MyFloridaMarketplace system by the time and date sealed replies are due. Vendors must also hold a certification or registration issued by the Florida Department of Business and Professional Regulation as a State Certified Real Estate Appraiser with at least three years of experience in the appraisal industry. Additionally, out-of-state corporations must be authorized to do business in Florida.
