FDOT District Five is requesting proposals from qualified proposers to provide cafeteria services at the District Office, located at 719 S Woodland Boulevard, DeLand, Fl. 32720-6834.

The Department will hold a Mandatory Pre-Proposal Conference and Site Visit on April 14, 2025, at 11:00am, at the District Office (address listed above).

Technical Proposals for this project are due no later than April 23, 2025, at 10:00AM.

THE SOLICITATION DOCUMENT YOU RECEIVED IS SUBJECT TO CHANGE. Notice of changes (Addenda), will be posted on the Vendor Information Portal. It is the responsibility of all potential bidders to monitor this site for any changing information prior to submitting your bid.

Background
The State of Florida Department of Transportation (FDOT) is seeking proposals for cafeteria services at the District Office located at 719 S Woodland Boulevard, DeLand, Florida. The goal of this contract is to provide quality food services to the employees at the District Office.

The contract is anticipated to begin on or about June 2, 2025, and will be effective for one year with options for renewal.

Work Details
The selected vendor will be responsible for providing cafeteria services that include:

- Operating hours from Monday to Thursday from 7:00 AM to 2:00 PM.
- Serving breakfast from 7:00 AM to 10:30 AM and lunch from 11:30 AM to 2:00 PM.
- Offering a range of food and beverage options including hot/cold breakfasts, hot/cold lunches, sandwiches, salads (mandatory daily), snacks, and beverages.
- Maintaining adequate staffing levels during peak hours.
- Ensuring that either the food preparer or supervisor on site is a certified food service operator.
- Catering special functions as requested by the Department.

Proposals must detail the range of prices for food items offered.

Period of Performance
The contract period is expected to commence on June 2, 2025, and will last for one year with potential renewals up to three additional years based on mutual agreement.

Cafeteria services will be performed at the FDOT District Office located at 719 S Woodland Boulevard, DeLand, Florida.

Bidder Requirements
Bidders must be registered in the State of Florida’s MyFloridaMarketplace system by the proposal due date. Out-of-state corporations must be authorized to do business in Florida.

Bidders must also comply with licensing requirements if applicable. Additionally, bidders must certify that they have implemented a drug-free workplace program and are not listed on any scrutinized companies lists as per Florida Statutes.
