Distribution of USDA Foods For the National School Lunch Program-Service Area 2

Background
The Florida Department of Agriculture and Consumer Services (FDACS) is seeking competitive bids for the distribution of USDA foods to Recipient Agencies (RAs) in Service Area 2 as part of the National School Lunch Program (NSLP). This initiative aims to support schools in providing nutritious meals to students by facilitating the delivery of USDA Foods, which are essential for meal preparation. The program is administered under federal legislation that allows the State of Florida to manage the storage and distribution of these foods.

Work Details
The contractor will be responsible for delivering USDA Foods to RAs in Service Area 2. Key responsibilities include:
- Receiving orders from RAs at least five business days prior to scheduled delivery dates.
- Providing all necessary labor, equipment, and materials for successful service delivery.
- Submitting monthly invoices based on a fixed price per case for various food items.

The contractor must also register on the USDA's Web Based Supply Chain Management (WBSCM) system before contract execution. Specific requirements include:
- Accepting truck deliveries and managing inbound freight.
- Ensuring proper storage conditions for different types of food items including dry, refrigerated, and frozen goods.
- Conducting daily temperature checks and maintaining sanitation standards.
- Providing timely reports on inventory and any discrepancies in shipments.

Period of Performance
The contract is expected to commence upon execution and continue through June 30, 2027.

Place of Performance
The services will be performed in Service Area 2 as designated by the Florida Department of Agriculture and Consumer Services.

Bidder Requirements
Bidders must possess a current food permit from FDACS or an equivalent government agency if located outside Florida. They must also comply with various federal regulations related to safety, health codes, and inventory management. Additionally, bidders should provide references from similar projects completed within the last five years.
