Background
Walton County, Florida, is seeking proposals from qualified individuals or firms to provide Disaster Response Services. The goal of this contract is to ensure effective emergency debris removal, hauling, reduction, and disposal services following federally or state-declared disaster events. The services must comply with FEMA Public Assistance Program requirements and applicable federal, state, and local laws.

Work Details
The contractor will provide the following services:
1. Emergency Debris Removal: Clear debris from public roads and restore safe passage for emergency vehicles.
2. Debris Removal from Public Right of Way (ROW): Remove disaster-generated debris from designated public ROW and public property, including derelict vessels and vehicles.
3. Debris Reduction and Disposal: Transport debris to County-approved Temporary Debris Storage and Reduction sites, ensuring compliance with safety regulations and environmental laws.
4. Logistics Support Services: Supply water and food until FEMA resources are available; set up logistics staging areas; provide temporary power generators, feeding stations, comfort stations, temporary housing facilities, and basecamps as needed.
5. FEMA Documentation Support: Utilize FEMA-compliant load ticket systems and maintain records for audit purposes.

Period of Performance
The contract will have an initial term of three years with options to renew for two additional one-year periods at the County's discretion. Services will be activated upon issuance of a written Notice to Proceed following a declared emergency event.

Place of Performance
Services will be performed in Walton County, Florida.

Bidder Requirements
Proposers must demonstrate qualifications in providing emergency debris removal services for governmental entities, including experience with FEMA Public Assistance reimbursement processes. Proposers are encouraged to use local subcontractors and must submit a list of subcontractors for County approval. Insurance requirements include workers' compensation and liability coverage as specified in the RFP.
