Work Details
The contractor will provide comprehensive project management and coordination services for debris removal and recovery operations post-disaster. Key tasks include:
1. Emergency Roadway Clearance within 70 operational hours post-event.
2. First Pass and Second Pass Operations for debris removal from public rights-of-way.
3. Debris Management Site (DMS) Operations including site setup and cleanup.
4. Temporary Debris Storage and Reduction (TDSR) management.
5. Vegetation Management including tree trimming and removal.
6. Hazardous Material handling including permits for containment and cleanup.
7. Sand and Earth Removal from roads.
8. Compliance with safety standards during operations, including having a safety officer on duty.
9. Weekly progress reporting on debris removal activities.
10. Load Ticket Management for tracking debris hauls compliant with FEMA requirements.
Period of Performance
The contract period is initially set for twelve (12) months with the possibility of extending for three additional twelve-month periods, totaling up to sixty (60) months.
Place of Performance
All work will be performed within the City of Palm Bay, Florida.
Bidder Requirements
Bidders must perform at least thirty percent (30%) of the total contract value with their own forces and ensure all subcontractors are pre-approved by the City. They must comply with FEMA debarment requirements and provide notarized affidavits from subcontractors certifying their contracts.
