Design Services for Flood Mitigation Projects in the Southeast Lakes Basin

Background
The City of Orlando is seeking Qualifications Statements from interested Consultants registered in Florida to provide Professional Engineering Services for the Design Services for Flood Mitigation Projects in the Southeast Lakes Basin. This project is grant-funded through the Florida Division of Emergency Management (FDEM). The Southeast Lakes Basin includes 18 lakes and has a contributing drainage area of approximately 3,500 acres. The project aims to reduce flood risk for critical facilities, particularly the Orlando Health Downtown Campus, ensuring unimpeded access during severe weather events.

Work Details
The Consultant will perform several tasks including:

1) Conditions Assessment: Review existing conditions and make recommendations for drainage improvements;

2) Conceptual Design: Develop preliminary plans and conduct surveys;

3) Construction Plans & Specifications: Complete construction drawings at various stages (60%, 90%, and 100%) and assist with permitting;

4) Project Administration: Manage subconsultants, QA/QC, and oversee construction;

5) Post Construction Services: Coordinate reporting for permit closure and grant documentation.

Specific deliverables include a Conditions Assessment Memo, a 30% design package, construction drawings, and project completion reports.

Period of Performance
The project is estimated to take a total of sixty-six (66) months from contract execution.

Place of Performance
The work will be performed within the Southeast Lakes Basin in Orlando, Florida, specifically around the identified lakes and facilities including the Orlando Health Downtown Campus.

Bidder Requirements
Respondents must be registered in Florida to provide Engineering Services pursuant to Section 471.023 of the Florida Statutes. They must also comply with various certifications regarding debarment, discrimination, living wage requirements, and must not be on any scrutinized companies list as per Florida law.
