Background
Palm Beach County is seeking proposals from qualified consultant firms to provide design, permitting, and construction administration services for various capital improvement and renovation projects related to the Public Safety Radio System.
The goal of this contract is to enhance the Public Safety Radio System for the Palm Beach County Electronic Services & Security Division (ESS) and other RF/Wireless/Communications systems countywide. This initiative is in accordance with Florida Statutes 287.055 and County PPM# CW-O-048.
Work Details
The consultant will provide a range of services on a task assignment basis, including but not limited to: needs assessments, design criteria concepts, observation of systems integration and system testing, technology recommendations, master planning, engineering, design, cost estimating, and construction administration services for various countywide RF and wireless communications projects.
The anticipated work includes consulting and project management services relating to upgrades or modifications to the County’s Public Safety Radio System. Specific tasks may involve preparation and analysis of Intermodulation Studies, tower loading schedules, electrical load calculations, HVAC calculations, microwave system path analysis, system coverage studies, fleet mapping, FCC license preparation services, FAA obstruction evaluations for new radio communication towers, and cellular tower zoning reviews.
The consultant will also assist in procurement management support services such as preparing bid documents and evaluating vendor proposals. Construction administration services will include reviewing shop drawings, administering coordination meetings with contractors and vendors, reviewing change orders, certifying estimates and payments, overseeing system implementation inspections, participating in acceptance testing, and compiling closeout documentation.
Period of Performance
The contract is anticipated to last for five (5) years with no renewal options.

The work will be performed within Palm Beach County at various locations including communication towers, dispatch centers, government centers, courthouses, correctional facilities among others.
