Design Build Service for DiamondPlex Softball Improvements & Pickleball Complex

Background
The City of Winter Haven is seeking qualifications from experienced design-build teams for the design and construction of improvements at DiamondPlex Softball Complex and the construction of a new Pickleball Complex. The project aims to modernize existing facilities and enhance recreational offerings, which are vital for the community's quality of life and economic growth.

The DiamondPlex, built in the late 1990s, requires upgrades including improved field lighting, fencing, drainage, and other amenities. The City plans to fund various phases of this project over the current and upcoming fiscal years.

Work Details
The scope of work includes:
1. **DiamondPlex Softball Complex Improvements:**
- Evaluation of needs and methods for upgrades.
- Design work and specifications based on assessments.
- Permitting processes.
- Phased construction approach with funding allocated for this fiscal year and anticipated funding for future phases.
- Major upgrades include new field lighting, fencing, dugout enhancements, backstop upgrades, field renovations (laser grading, sod installation, clay work), minor drainage improvements, and building upgrades.

2. **Pickleball Complex Construction:**
- Site evaluation for 3-5 potential locations for the complex.
- Design to include 8-14 hard courts with necessary amenities such as fencing, sidewalks, shade areas, water fountains, restrooms, landscaping, stormwater management, and parking facilities.
- Full design and permitting with phased construction as funding becomes available.

Period of Performance
The estimated commencement for the design phase is anticipated to start in Winter 2025. Phased construction will begin immediately upon agreement on design and Guaranteed Maximum Price. The first construction package for DiamondPlex is expected to be issued in Spring 2025.

Place of Performance
The project site is located within Section 21, Township 28 South, Range 26 East in Winter Haven, Polk County, Florida. Improvements may also extend to surrounding roadways and adjacent properties.
