Background
The Department of Financial Services, Office of Financial Regulation, Division of Consumer Finance, intends to enter into an agreement with Catalis Regulatory & Compliance, LLC to procure software licenses and maintenance. The current system was developed through a competitively procured contract with Veritec Solutions, LLC (Veritec), which was acquired by Catalis Regulatory & Compliance, LLC (Catalis) on January 1, 2022. The existing system adequately performs the core functions of processing and collecting data related to deferred presentment transactions made by Florida licensees and consumers. Therefore, OFR deems replacement of the system to be neither cost-effective nor in the best interest of the State of Florida at this time.

Work Details
Continued software license, call center support, invoicing, hosting, operations, and ongoing maintenance services for the existing Deferred Presentment Transaction System (DPTS). The OFR, Division of Consumer Finance, is statutorily charged with the establishment and ongoing operations of a database to report on Deferred Presentment transactions under section 560.404 (24), Florida Statutes. The current contract with Veritec for the licensing, call center support, invoicing, hosting, operations, and maintenance of the existing system will expire on June 30, 2024. The OFR intends to execute a new contract with Catalis to continue these services through June 30, 2027.
