Description

Background
The City of Orlando, located in Central Florida, has a population of over 285,000 and encompasses 118 square miles. The City aims to enhance the quality of life by delivering public services effectively. This Request for Proposal (RFP) seeks qualified contractors to provide Debris Management and Removal Services in response to natural or manmade disasters. The City intends to award one primary contractor and possibly one or more secondary contractors for these services.

Work Details
Contractors will be responsible for a variety of tasks including:

- Clearing debris from public rights-of-way, drainage systems, waterways, parks, streets, and private properties.
- Managing temporary Debris Management Sites (DMS).
- Loading, hauling, recycling, or disposing of debris.
- Demolishing condemned structures.
- Performing tree work.
- Handling hazardous materials.
- Conducting training exercises.

Equipment must be maintained professionally and capable of GPS tracking. Contractors must also assist with documentation for federal and state reimbursement related to disaster recovery efforts.

Period of Performance
The contract will have an initial term of three years upon execution by the City, with the possibility of extending for three additional twelve-month periods, totaling up to 72 months.

Place of Performance
Services will be performed within the geographic boundaries of the City of Orlando.

Bidder Requirements
Proposers must have completed at least five projects involving the removal and processing of over 400,000 cubic yards of debris due to federally declared events since June 1, 2004. Additionally, they must comply with FEMA regulations regarding disaster relief funding and submit necessary certifications regarding debarment and lobbying activities.
