D7 Regional Transportation Management Center (RTMC) Operations Contract

Background
The Florida Department of Transportation (FDOT) is issuing a contract for the District Seven Regional Transportation Management Center (RTMC) Operations. This contract aims to provide operational support services for the Traffic Systems Management and Operations (TSM&O) Program at the RTMC located at 11201 N. McKinley Drive, Tampa, Florida 33612, and any other TSM&O-associated facilities as designated by FDOT within District 7. The contract is intended to enhance transportation management and operational efficiency in the region.

Work Details
The contract encompasses a range of operational support services for the TSM&O Program, including but not limited to:
- Transitioning services from the incumbent vendor during a specified transition period.
- Providing periodic payments for lump sum contracts related to performance metrics.
- Managing traffic operations work orders as needed.

The total budget for this contract is set at $37,973,047, with an anticipated term from January 19, 2026, through January 18, 2031, including options for renewal as requested by FDOT.

Period of Performance
The contract will commence on January 19, 2026, and will last for five years until January 18, 2031.

Place of Performance
The primary location for performance will be at the Regional Transportation Management Center (RTMC) at 11201 N. McKinley Drive, Tampa, Florida 33612, along with other designated TSM&O-associated facilities within District 7.

Bidder Requirements
Bidders must possess a current certificate of qualification as per Florida Statute 337.14(1) and Rule Chapter 14-22 for construction projects exceeding $250,000. Maintenance contracts may not require this certification unless specified otherwise. Additionally, bidders must submit a Disadvantaged Business Enterprise (DBE) Affirmative Action Plan prior to contract award.
