Contractors for the Florida Statewide Residential Mitigation Program, Elevate Florida

Background
The Florida Division of Emergency Management (FDEM) is issuing a Request for Statement of Qualifications (RFQ) to establish a pool of qualified Contractors for the statewide residential mitigation grant program, Elevate Florida. This initiative aims to enhance the resilience of residential properties against wind-related damages through various construction services. The program is supported by federal mitigation grant programs funded by FEMA, which may require cost-sharing from property owners.

Work Details
Contractors will provide a range of construction and professional design services, including:
1. Elevation of properties;
2. Demolition and clearing of properties and land;
3. Reconstruction of properties;
4. Wind retrofit modifications to enhance resistance to wind-related damages.

Eligible project types include:
- Elevation
- Mitigation Reconstruction
- Acquisition-Demolition
- Wind Retrofits.

Detailed service tasks are outlined in Attachment A, Scope of Work.

Period of Performance
The contract term will begin upon execution and is expected to end on December 31, 2027.

Place of Performance
Services will be performed statewide across Florida as needed for the Elevate Florida program.

Bidder Requirements
Respondents must demonstrate their ability to meet the responsive requirements outlined in the RFQ. This includes providing proof of relevant experience, key personnel qualifications, and compliance with licensing requirements in Florida. Additionally, bidders must register with MyFloridaMarketPlace and complete an electronic Substitute Form W-9 prior to contract execution.
