Scrutinized Companies Lists
Section 287.135, Florida Statutes, prohibits agencies from contracting with companies, for goods or services over $1,000,000, that are on either the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List. Both lists are created pursuant to section 215.473, Florida Statutes. A vendor on either Scrutinized List may not bid on, submit a proposal for, or enter into or renew a contract for commodities and/or contractual services of $1 million or more.

Background
The Florida Department of Transportation (FDOT) is seeking proposals for Continuous Friction Measuring Equipment Assessment and Testing Results for Florida Pavement. This initiative aims to enhance road safety by providing continuous, real-time data on road surface friction, which is crucial for vehicle handling and braking efficiency. The project aligns with Florida's Target Zero safety initiative, addressing unique road safety challenges posed by the state's diverse weather conditions.
Work Details
The contract involves several key tasks:
1) Conducting a literature review of existing Continuous Friction Measuring Equipment (CFME) programs;
2) Performing a gap analysis of the current pavement friction management program;
3) Developing a test plan for Locked-Wheel Friction Tester (LWFT) and CFME;
4) Harmonizing LWFT and CFME data;
5) Integrating CFME data with the Skid Hazard Reporting system;
6) Creating an implementation strategy for a new Skid Hazard Reporting Program;
7) Drafting a final report and conducting a closeout teleconference; and
8) Submitting a final report. Each task will require detailed documentation and adherence to specified protocols.
Period of Performance
The contract is expected to commence upon execution and will remain effective through December 31, 2027.
Place of Performance
The services will be performed statewide in Florida.
Bidder Requirements
Bidders must be registered in the State of Florida’s MyFloridaMarketplace system. Out-of-state corporations must be authorized to do business in Florida. All bidders must comply with licensing requirements as per the Florida Department of Business and Professional Regulation if applicable. Additionally, bidders are required to certify compliance with drug-free workplace programs and confirm they are not listed on any scrutinized companies lists.
